CPPCC Members from ACFIC Discuss Draft Outline of the 14th Five-Year Plan and Long-Range Objectives Through the Year 2035

On March 6, members of the All-China Federation of Industry and Commerce (ACFIC) attended the panel meeting at the 4th session of the 13th National Committee of Chinese People’s Political Consultative Conference (CPPCC), and discussed the draft outline of the 14th Five-Year Plan (2021-25) for national economic and social development and the long-range objectives through the year 2035. Members said that the draft outline summarized achievements, analyzed the situation, and specified guidelines and objectives of development, fully reflecting the requirements of new development philosophy. The draft outline proposed guidelines and measures for coordinated development of all regions and high-quality development of all industries, depicting a blueprint for China’s development in the new stage. Private sectors should ride on the momentum and strive to write a new chapter in the new era. 
 
Pointing out the direction for “healthy development of non-public sector and personnel engaged in this sector”

“The draft outline was formulated against the backdrop of the new development stage, aiming at implementing new development philosophy within the new development paradigm. It made a systemic arrangement of the national development during the 14th Five-Year Plan period and in the next 15 years, and introduced a series of well-targeted initiatives with global vision. With prominent focus and powerful measures, the draft outline pointed out the direction for development. Policies and measures that support the development of private economy in the draft outline are encouraging and motivating, providing direction and guidance for the healthy development of non-public sectors and personnel engaged in this sector”, said Xu Lejiang, vice minister of the United Front Work Department of CPC Central Committee, Secretary of Party Leadership of ACFIC and executive vice chairman.

Xu also pointed out that private enterprises’ involvement was important for expanding domestic demand, increasing private investment, creating more jobs, promoting rural vitalization and fulfilling other tasks proposed in the government work report. They should base their action on the actual situation and make good use of their own advantages. We believe that the Communist Party of China and the government will continue to increase policy supply and release the vitality of our system to promote the development and innovation of private enterprises in the new era. Entrepreneurs should promote entrepreneurship, strengthen technological innovation and strive to improve the quality and efficiency of development so as to inject impetus into China’s economic development in the future.

Creating new advantage of digital economy

“Accelerating digital development and building digital China” was listed in the draft outline as an independent chapter, which reflects our commitment to making China into a cyber power and accelerating the building of digital economy, digital society and digital government. It also mentioned some key industries of digital economy, such as cloud computing, big data, internet of things, industrial internet, and blockchain, as well as ten major digital applications such as intelligent traffic, smart energy and smart manufacturing.

Wang Jianyi, a member of CPPCC National Committee, chairman of Zhejiang Federation of Industry and Commerce and chairman of the Board of Futong Group Co., Ltd., said that since China was now standing at the converging point of the two centenary goals, the draft outline of the 14th Five-Year Plan and long-ranged objectives through the year 2035 was of vital importance. One of its main lines is to maintain the country’s competitiveness. Since the Reform and Opening-up in 1978, China has become one of the most diversified and competitive economies in the world. “At present, China has entered a new development stage. We need to act upon new development philosophy and build a new development paradigm. Under the paradigm with domestic circulation as the mainstay and domestic and international circulations reinforcing each other, how can China keep competitive and achieve high-quality development? I think we need to develop with the digital economy as the core, the construction of the community of the future as the template, and the Internet of Everything as the technical means,” said Wang.

“The draft outline of the 14th Five-Year Plan and long-ranged objectives through the year 2035 is actualized, quantified, clearly oriented and systematic,” said Yan Ying, a member of CPPCC National Committee, vice chairman of Beijing Municipal People’s Political Consultative Conference and chairman of Beijing Federation of Industry and Commerce. She proposed that we should further guide artificial intelligence enterprises to invest more on edge-cutting and original technological research and development, encourage powerful enterprises to take the lead to build the underlying technology of artificial intelligence and industry ecology that can be controlled independently by China, strengthen joint efforts on core technology, and accelerate the building of an independent and controllable ecological industry chain. We need to orderly accelerate the layout and construction of public intelligent computing centers, and encourage innovative construction such as artificial intelligence “application pilot areas” and “innovation development pilot zones”. We need to promote the digital upgradation of the housing industry, cultivate new digitally driven business models in the housing service industry, and release new potential for value-added services in housing services, consumer upgrading, community management and primary-level governance.

Focusing on improving the quality and efficiency of development

The draft outline pointed out that, “at the new development stage, we need to further implement new development philosophy and promote high-quality development.” This requires all regions and all industries to focus on improving the quality and efficiency of development, adhere to innovation-driven development, accelerate the development of modernized industry system and foster a powerful domestic market so as to enhance coordinated regional development.

Li Qing, a member of CPPCC National Committee and vice chairman of Qinghai Federation of Industry and Commerce, talked about her feelings against the backdrop that Qinghai Province was now facing new opportunities. She said, “during the 14th Five-Year Plan period, Qinghai will be at the critical stage of consolidating and enhancing the achievements in building a moderately prosperous society in all respects, deeply integrating into the paradigm with domestic circulation as the mainstay and domestic and international circulations reinforcing each other, and reserving energy for modernization. As our competitive edge is being reshaped, it is urgent to promote coordinated development, ecological and environmental protection, replacement of old growth drivers with new ones, and integrated development. We need to put emphasis upon a series of major tasks deployed by the CPC Central Committee in promoting the long-term stability of Tibet-related counties and autonomous prefectures, speed up our integration into the Yellow River National Strategy, implement a number of measures to promote the formation of a new pattern of Western Development in the new era, deepen cooperation between Gansu and Qinghai to promote the high-quality development of the Lanzhou-West City Cluster and other major national deployments, seek for new projects, and solve the funding problem.”

“Take the cosmetic industry that I work in as an example. In 2000, there were more than 5,400 cosmetic manufacturers and more than 87,000 registered subjects. Cosmetics are one of the products that best reflect people’s pursuit for better life. However, there are some problems in their supply. The high-end market is largely occupied by foreign brands. Raw materials of cosmetics are in short supply, and the overall quality of the industry is not high. All these problems lie in our long-term using of fine chemical pattern from the Europe and the United States, lack of characteristics and innovation, and failure to form our own system.” Yang Zhengguo, a member of CPPCC National Committee and chairman of Xi’an Ai’erfei Biotechnology Co., Ltd, agreed that the draft outline of the 14th Five-Year Plan and the long-range objectives through the year 2035 should focus on improving the quality of development and accelerating the development of a modern industrial system.

In his opinion, without one’s own system, one has to be subject to others. The draft outline’s proposal of upgrading and transforming traditional industries is of vital importance for building industrial system with Chinese characteristics. He hoped that all industries would work together, adhere to innovation and development, dig deeper to build an industrial system with Chinese characteristics, and promote high-quality development of real economy through differentiated paths. 
 
Promoting rural vitalization

The draft outline set “new heights of people’s wellbeing” as one of the major objectives of China’s economic and social development during the 14th Five-Year Plan period, which cannot be achieved without rural vitalization.

Liu Jinsong, a member of CPPCC National Committee and chairman of Hebei Federation of Industry and Commerce, said that the campaign of “a thousand companies help a thousand villages” organized by Hebei FIC had made great contributions to poverty alleviation. He said, “in Hebei Province, 13,900 companies help 18,800 villages, benefiting 1,757,700 people and achieving full coverage of 7,746 poor villages with partner assistance from companies and industrial support. During the 14th Five-Year Plan period, Hebei FIC will encourage more private enterprises to involve in these partner assistance activities and pay back to their hometown. We will strive to prevent relapsing into poverty and promote the implementation of rural vitalization strategy.”

“We can see that in the next 5 years, the CPC Central Committee will focus on issues related to livelihood, directly tackling difficulties and remove obstacles in this respect. Special attention will be paid to rural vitalization, which will give more than 700,000,000 people living in rural areas a sense of gain, happiness and achievement. Their life will be more secure and sustainable,” said Yan Qi, a member of CPPCC National Committee, vice chairman of Chongqing Federation of Industry and Commerce and president of Taoranju Group. She pointed out that the draft outline, adhering to the theme of high-quality development, highlighted the main task of supply-side structural reform and provided policy solutions to address prominent problems of unbalanced, uncoordinated and unsustainable development. To balance security and development, it is necessary to develop the economy and give full play to the role of entrepreneurs. Yan also said that the Taoranju Group would fully understand new tasks of the catering industry in the new development stage, act upon new development philosophy and stick to our major business. The Group will also make it an important task to stabilize business, accelerate transformation, enlarge employment and promote rural vitalization, and take a stable step in building new development paradigm.
