ACFIC Submits 48 Group Proposals to the 4th Session of the 13th CPPCC National Committee

As the first year of the 14th Five-Year Plan (2021-2025) and the beginning of China’s new journey of building a modern socialist country in an all-round way, the year 2021 is of special importance in China’s modernization drive. In order to resolutely implement Chinese President Xi Jinping’s important instructions on proposal work, the spirit of the fifth plenary session of the 19th Central Committee of the Communist Party of China (CPC), the spirit of the Central Economic Work Conference, and the spirit of the 7th Proposal Work Forum of the CPPCC National Committee, the All-China Federation of Industry and Commerce (ACFIC) insisted on taking the proposal as an important carrier and way to play the role of a special consultative body. It centered on the main line of the conference that gathered positive energy and focused on the 14th Five-Year Plan, closely focused on the major issues of economic and social development and the difficult issues of public concern, earnestly performed its function of participating in the deliberation and discussion of state affairs, and solidly carried out the group proposal work in 2021.


In 2021, the ACFIC has received a total of 255 first drafts of proposals, and finalized 48 proposals to be submitted to the CPPCC National Committee, 5 of which were recommended as key proposals.

The ACFIC’s group proposals in this year focus on the following themes.

Six proposals focus on building a new development paradigm. In order to give full play to China’s ultra-large-scale market advantages and domestic demand potential, and foster a new development paradigm with domestic and international circulations reinforcing each other, the ACFIC put forward six proposals. They are the proposal to promote the establishment of a new development pattern through the security and stability of the industrial chains and supply chains, the proposal to continuously optimize the implementation of tax policies to enhance the international competitiveness of China’s science and technology enterprises, the proposal to build private overseas economic and trade cooperation zones, the proposal to accelerate the exploration of new land supply models to improve the quality and efficiency of land supply for private enterprises, the proposal to promote the standardization in the private sector, and the proposal to actively exert the role of Urumqi International Land Port and build a smart logistics park.

Thirteen proposals center on green development. The ACFIC has submitted thirteen proposals on the carbon control work (with the goal of peaking carbon emissions by 2030 and achieving carbon neutrality by 2060) and the improvement of high-quality economic development and the ecological and environmental quality, which include the proposal to implement the “3060 Target” and promote the development of building-integrated photovoltaic, the proposal to incorporate methanol into the national energy system and standardize its popularization and application, the proposal to promote the uses of hydrochloric acid extraction process to promote the green development of the titanium dioxide industry, the proposal to promote the market-oriented reform of sanitation to realize leapfrog development of the national sanitation industry, the proposal to improve the disposal of wastewater and sewage sludge in the environmental protection industry, the proposal to vigorously develop the solar thermal power generation industry under the background that China aims to achieve carbon neutrality before 2060, the proposal to solve the problem of packaging pollution in the express delivery industry, the proposal to add the index of carrying capacity of resources and environment to urban physical examination, the proposal to treat ferrous and non-ferrous metal casting differently, the proposal to set separate pollutant emission standard for biomass heating, the proposal to improve tax policies on steel scrap, the proposal to establish national standards for functional food, and the proposal to refine the pesticide residue detection method.

 

Two proposals are about rural vitalization. In order to foster the new relationships between industry and agriculture and between urban and rural areas and fully implement the rural vitalization strategy, the ACFIC put forward a proposal on promoting industrial and commercial capital going to the countryside to better serve the rural vitalization, and a proposal on exempting apples and other poverty-alleviation agricultural products from value-added tax in the circulation links.

 

Five proposals concentrate on easing the difficulties of enterprises and energizing them. In order to protect market entities and build up basic strength for economic development, the ACIFIC suggested strengthening the anti-monopoly supervision on food delivery platforms and coordinate the reduction of commissions, and implementing the differentiated charging polity to reduce the burden on logistics enterprises. It also submitted proposals on tax policies related to environmental protection industry, on the improvement of policies on replacing business tax with value-added tax in the construction industry, and on the reform of the new integrated business license or the “Three-in-One” business license in retail pharmacies.

 

Thirteen proposals are related to high-quality development of the industry. Under the guidance of leading the high-quality development of the industry with new development philosophy, the ACFIC proposed improving the transparency of information on the conditions of second-hand cars and ensuring their unimpeded circulation, further promoting the reform of government functions and continuing to optimize the legal business environment of the jewelry market, building a stable and healthy development system for the commercial office market, formulating the norms for the use of beauty equipment in life beauty institutions, and promoting the development of the medicine industry in Tibet. The ACIFC also submitted the proposal to revise the Construction Law of the People’s Republic of China, the proposal to establish the information docking mechanism between regional equity market registration and settlement organizations and the commercial registration authorities, the proposal to improve the stability and competitiveness of the industry chains and supply chains of the mold industry, the proposal to enhance the understanding of the importance of the automotive aftermarket and include it in the 14th Five-Year Plan, the proposal to vigorously support the development of the new-energy vehicle industry, the proposal to promote better development of the pharmaceutical industry in Hainan, the proposal to strengthen Hainan’s cultural industry support, and the proposal to develop the subsea oil and gas production systems and equipment.

 

Four proposals focus on hot and difficult issues concerning the people’s livelihood. Adhering to the people-centered philosophy of development, the ACFIC submitted four proposals, including the proposal to expand activity places for the elderly during the transformation of old residential areas, the proposal to support and standardize the development of new forms of employment, the proposal to implement the “New Lease + Land Annual Rental System” to break the barriers to urban organic renewal, and the proposal to encourage private hospitals to participate in the construction of the public health emergency response system.

 

Five proposals are on other topics. They are the proposal to accelerate the legislation on chambers of commerce, the proposal to improve the handling of registered trademark objections in intellectual property protection in China, the proposal to build an open and transparent integrity system of wheat seed industry by using big data and Internet of Things, the proposal to develop market-based private equity fund of funds, and the proposal to accelerate the establishment of the childcare service system.

The key proposals recommended by the ACFIC include the proposal to promote the establishment of a new development pattern through securing and stabilizing industrial chains and supply chains, the proposal to implement the “3060 Target” and promote the development of building-integrated photovoltaic, the proposal to incorporate methanol into the national energy system and standardize its popularization and application, the proposal to continuously optimize the implementation of tax policies to enhance the international competitiveness of China’s science and technology enterprises, and the proposal to build private overseas economic and trade cooperation zones. These proposals mainly put forward suggestions on the formation of the “dual circulation” development paradigm in which domestic and overseas markets reinforce each other with the domestic market as the mainstay, the achievement of the peaking of carbon emissions by 2030 and carbon neutrality by 2060, and the prominent problems existing in the improvement of enterprises’ scientific and technological innovation abilities.
