ACFIC Holds Symposium on China’s Private Sector’s Performance of Social Responsibility
On Dec. 30, 2020, the All-China Federation of Industry and Commerce (ACFIC) held a symposium on China’s private sector’s performance of social responsibility in Beijing, aiming to implement Chinese President Xi Jinping’s important instructions on corporate social responsibility. The symposium was presided over by Xie Jingrong, vice president of ACFIC. Xu Lejiang, vice minister of the United Front Department of CPC Central Committee, secretary of Party Leadership of ACFIC and executive vice chairman, addressed the meeting. Zhao Dejiang, member of the Party Leadership Group and secretary general of ACFIC, attended the meeting as well.
Heads of relevant departments of the Ministry of Human Resources and Social Security of the People’s Republic of China, the Ministry of Ecology and Environment of the People’s Republic of China, and the State Council Leading Group Office of Poverty Alleviation and Development, officials in charge of Hebei Provincial Federation of Industry and Commerce, and representatives of five excellent cases of private corporate social responsibility of China (2020) made speeches at the symposium. The five private enterprises are Zall Holdings Co., Ltd., Shanghai Xunmeng Information Technology Co., Ltd., Zenith Steel Group Co., Ltd., Chongqing Sokon Industry Group Stock Co., Ltd., and Zhejiang Xinhu Group Co., Ltd.
Xu Lejiang pointed out that the CPC Central Committee attached great importance to private sector’s fulfilment of social responsibility. Chinese President Xi Jinping had made important instructions on China’s private sector’s performance of social responsibility for several times. Xi also made a profound explanation of the relationship between enterprises and society, and put forward clear requirements for the corporate social responsibility. In response to the call of the CPC Central Committee, many private enterprises focus on the new era and the overall development situation, actively integrating into and serving the national development strategy. While fulfilling economic, legal and moral duties, they also perform outstandingly in poverty alleviation and epidemic prevention and control. The practices of corporate social responsibility have continued to deepen with remarkable results.
Xu noted that as socialism with Chinese characteristics had entered a new era, the principal contradiction facing Chinese society had evolved. What we now face is the contradiction between unbalanced and inadequate development and the people’s ever-growing needs for a better life. At the historical intersection of the overall strategy of the great rejuvenation of the Chinese nation and the tremendous changes unseen in the world in a century, the internal conditions and external environment for China’s development are undergoing profound and complex changes, which has put forward new requirements for private enterprises to fulfil their social responsibility. Private enterprises should conscientiously explore effective institutional mechanisms and practical carriers, consolidate suitable practices, continue to explore and innovate, and make more contributions to the implementation of the 14th Five-Year Plan and the rural revitalization strategy. After creating and accumulating wealth, private entrepreneurs should always adhere to the correct concept of justice and interests, put righteousness first, uphold justice while pursuing shared interests, and think of the source of getting rich and of making progress after becoming affluent. They should be clear about what to do and what not to do after accumulating wealth. As the undertakings grow larger, they need to use funds where they are conducive to greater social equity and market efficiency, and align corporate responsibility with social responsibility and national interests. In the process of leading the development of enterprises, private entrepreneurs need to have a deep understanding of the most important interests of the Party and the country as well as the position that needs to be firmly upheld. The dream of enterprises should be integrated into the Chinese dream of achieving the great rejuvenation of the Chinese nation. It is necessary for private sectors to uphold the people-oriented concept, strengthen devotion to family and country, closely integrate corporate development with people’s happiness, take active actions in terms of stabilizing growth, increasing employment, consolidating the results of poverty alleviation, ensuring and improving living standards and making up for shortcomings. Private enterprises should make efforts to ensure stability in six fronts and security in six areas. The six fronts are employment, financial operations, foreign trade, foreign investment, domestic investment, and expectations. The six areas refer to job security, basic living needs, operations of market entities, food and energy security, stable industrial and supply chains, and the normal functioning of primary-level governments. Private sectors are also supposed to constantly improve their self-ideological realm and competence when striving to be models of patriotism and dedication, law-abiding business operations, entrepreneurship and innovation, and giving back to society.
Xu stressed that guiding private enterprises to fulfil their social responsibility was an important mission entrusted by the CPC Central Committee to the ACFIC, and was also the inevitable requirement for promoting the healthy development of the non-public sector and personnel engaged in the sector. The ACFIC leaders should realize the importance of promoting private sector’s fulfillment of social responsibility from a higher position and a broader vision, while keeping in their mind that China is at a critical moment when the world is undergoing major changes unseen in a century and the great rejuvenation of the Chinese nation is going to be achieved. Guiding private enterprises to perform social responsibility is an important channel for promoting the healthy development of the non-public economy and the healthy growth of people in the non-public sector. Officials of the ACFIC at all levels should strengthen the organization and leadership, formulate a master plan for promoting private sectors to fulfil their social responsibility, build an effective platform on the basis of the targeted poverty alleviation program named “Ten Thousand Companies Help Ten Thousand Villages” and China Society for Promotion of the Guangcai Program (CSPGP), and constantly expand the fields of the ACFIC’s social service work. It is necessary to lead private enterprises to fulfil their social responsibility with the stimulation of excellent private corporate social responsibility examples. The ACFIC should attach great importance to the establishment of the release system of the corporate social responsibility report, strive to create a friendly social atmosphere, actively promote relevant departments to strengthen the top-level design of the corporate social responsibility system, further improve relevant policies and institutional systems, establish and perfect the incentive and restraint mechanism for corporate social responsibility, and rely on the joint participation of the whole society to promote institutionalization and standardization.
