Xu Lejiang signed memorandum of cooperation between ACFIC and MST
Xu Lejiang, executive vice chairman of the All-China Federation of Industry and Commerce (ACFIC), and Wang Zhigang, minister of Science and Technology, signed a strategic cooperation memorandum in Beijing on April 24.
The two agreed to undertake cooperation in nine fields including supporting private enterprises to strengthen efforts to tackle key and core technologies, to enhance their capacity for innovation, promote the dissemination of policies on scientific and technological innovation, and to strengthen the introduction and training of scientific and technological innovation personnel.
With their respective advantages, resources and coordination, they hoped to improve private enterprises’ innovation so as to provide strong scientific support to the high-quality development of the economy.
Before this memorandum, the ACFIC and the Ministry of Science and Technology (MST) had already signed and printed out a guidance on promoting innovation development of private enterprise.
Xu said that the cooperation between the two departments was a major action of carrying out President Xi Jinping’s remarks on the private enterprise symposium, and was also a concrete action of supporting,guiding and helping private enterprises to get engaged in building a national innovation system.
The private sector has contributed more than 70 percent of national technological innovation achievement and become an essential subject in China’s technology innovation.
In order to optimize the environment of technology for private enterprise and to push forward the implementation of relative policies, it is necessary for the ACFIC and the MST to strengthen actual cooperation and exchange with respective advantages.
Xu asked the ACFIC to play well the role of a bridge to communicate with the MST and promote the solution of bottleneck problems of core technology in key areas.
In the future, the ACFIC would be problem-oriented and encourage capable and prepared private enterprises to enter key areas for self-dependent innovation; and would promote joint efforts between state-owned and private enterprises in conquering difficult problems in sci-tech innovation, creating good social environment for the national economy to march into a new track of high end and high quality development; and would monitor the implementation of this memorandum and the guidance o promoting innovation development of private enterprises, discovering problems and summarizing experiences.
Xu hoped that the ACFIC and MST would cooperate closely and make a detailed implementation schedule to carry out the plan with the spirit of nailing.
Wang Zhigang, the minister of Science and Technology, stressed that President Xi’s remarks on developing private enterprises was the principle guideline, which also prescribed requirements for the two departments to promote innovation development among the private sector.
He sad in the new era, improving sci-tech innovation capability of enterprises had become in a more prominent position so as to nurture more world class corporations with global competitiveness. Only in this way could enterprises provide support for China’s high quality economic development.
Wang said the cooperation between the two departments on fostering a level playing field for innovation, guiding private enterprise to increase investment on technology innovation, and promoting talents from institutions to join in enterprises’ innovation development.
The meeting was hosted by Li Meng, vice minister from the MST. Huang Rong, vice chairman of the ACFIC, and Miao Shaobo, made related briefings on sci-tech innovation of private enterprises during the meeting. People in charge of different sectors from the two departments also attended.
